ON THE SOVIET ROERICH FOUNDATION AND THE CENTRE-MUSEUM BY NAME OF N.K. ROERICH

The USSR Council of Ministers therefore resolves:

  1. To approve the proposal from the Soviet Cultural Fund, the Soviet Peace Fund, the USSR Union of Artists, the USSR Union of Writers, supported by the USSR Academy of Sciences and the USSR Ministry of Culture, to set up a Soviet Roerich Foundation.

    Whereas it is implied that the activities of this non-governmental organization will be provided for by voluntary contributions of soviet state and public organizations, cooperative societies, citizens, donations from foreign organizations and private persons including: funds, material and other cultural valuables, real estate assets as well as proceeds from educational and promotional events, publishing activity and production of the Foundation that correspond to its aims and tasks, and from paid public services.

  2. To accept the proposal from S.N. Roerich and the founding member organizations of the Soviet Roerich Foundation to create a Centre-Museum by name of N.K. Roerich as the main basis for the scientific, educational and cultural activities of the Foundation.

  3. The USSR Ministries and departments, the Councils of Ministers of the USSR Republics shall provide assistance to the Soviet Roerich Foundation in implementing its humanitarian tasks and mission.

  4. To relief:

    organizations and en terprises of the Soviet Roerich Foundation from taxes, duties and other fees;

    art and cultural objects and other property imported by the Soviet Roerich Foundation or sent to its address from abroad from customs fees and duties for the period until January 1,1996.

  5. Moscow City Executive Committee (Mosgorispolkom), together with the Roerich Foundation founding organizations, shall:

    consider the question of providing the Soviet Roerich Foundation Executive Board with temporary premises until its further accommodation in the Centre-Museum by name of Nicholas Roerich after the reconstruction and repair work on the building is completed;

    provide the Soviet Roerich Foundation with one motor-car and a RAF minibus to perform general service functions.
